摘要 为有效提升海上风电场周边及施工区域活动船舶的安全监管,更好提供实时、全面、可视化的风电场动态监管信息,对湛江外罗海上风电建设及监管进行研究分析。阐述当前湛江外罗海上风电建设情况、海事安全监管工作现状及面临的困难和挑战,并从设置电子围栏、划分电子围栏警戒区及建设应急联动报警机制等角度提出建设海上风电智慧监管系统思路及建议,以更好保障海上风电场船舶航行、作业安全,为后续建设海上风电智慧监管系统提供参考。 To effectively enhance the safety supervision of ships within the neighbouring waters of offshore wind farms and maritime construction areas and provide simultaneous,comprehensive and visible dynamic supervision information of wind farms,this paper studies the construction and supervision of the Wailuo offshore wind farm in Zhanjiang.It introduces the present situation of the wind farm construction and existing conditions,difficulties and challenges confronted by the maritime safety supervision.In order to ensure the safety of navigation and operation of ships in offshore wind farms,the paper also puts forward approaches and suggestions on the construction of the intelligent supervision system for offshore wind farms from the aspects of building electronic fences,designating precautionary areas for the electronic fences and establishing emergent linkage warning mechanism,with a view to providing reference for the future development of the intelligent supervision and control system.
