研究全链条科技计划管理信息平台的整体设计思路,构建从项目凝练、项目申报、形式审查、项目评审(专家评审、现场考察)、项目立项、跟踪管理、科技报告、项目验收的全链条科技计划管理信息平台,实现全过程线上运行,提高工作效率;建立科技项目全流程电子档案,达到项目管理全过程实时留痕、清晰可回溯,阳光化运行,从流程管理机制上杜绝人为因素干预;提炼科技诚信数据,实现对科技决策支撑者(评审专家)的评价监督与管理;对标项目申报目录要求,强化项目实施绩效评估,建立科技计划实施绩效评估模型,重点评估对创新生态构建的支撑情况、对经济社会发展的引领情况。以科技计划为核心,连通各类业务系统,实现科技信息一张网,促进科技资源开放共享、科技成果转化。

This paper studies the overall design idea of the full chain science and technology plan management information platform,and constructs a full chain science and technology plan management information platform from project condensation,project declaration,form review,project review(expert review,on-site inspection),project initiation,tracking management,science and technology report,and project acceptance,so as to achieve online operation throughout the process and improve work efficiency;electronic archives for the whole process of science and technology projects is establish to achieve real-time tracking,clear and traceable operation in the whole process of project management,and eliminate human factor intervention from the process management mechanism;scientific and technological integrity data is refined to realize the evaluation,supervision and management of scientific and technological decision makers(evaluation experts);According to the requirements of the application catalogue of the standard project,the paper strengthens the performance evaluation of the project implementation,establishs a performance evaluation model for the implementation of the science and technology plan,and focuses on the evaluation of the support for the construction of the innovation ecology and the guidance for the economic and social development.With the science and technology plan as the core,it connects various business systems,realizes a network of scientific and technological information,and promotes the open sharing of scientific and technological resources and the transformation of scientific and technological achievements.
