基本公共服务均等化建设成效评价及其发展启示--基于浙江省共同富裕示范区建设的主要做法

Effect Evaluation and Development Inspiration of the Equalization of Basic Public Services Construction--Based on the implementation of the demonstration zone for common prosperity in Zhejiang Province

自2021年共同富裕示范区落地建设以来,浙江省进行了一系列先行先试改革探索。本文基于基本公共服务均等化视角,选取基础教育、医疗卫生、社会保障和就业三类与民生紧密相关的公共服务作为研究对象,分析浙江省2020年、2021年共同富裕示范区建设前后基本公共服务的供给状况、影响因素的时空演变情况。研究发现:(1)基本公共服务的供给总量与其人均供给之间的趋势不同,在平衡基本公共服务的供给时,要将人口因素纳入考虑范围;(2)从影响供给的因素看,公共财政的能力对基本公共服务供给呈现显著的正向影响;从影响需求的因素看,生均教师数、每万人拥有卫生机构数、城市化率是影响三类基本公共服务供给的主要因素。基于此,应深入推进基本公共服务供给侧改革,加快调节财政支出再分配,加大基本公共服务高质量供给。

Since the demonstration zone for common prosperity was established in Zhejiang in 202l,Zhejiang Province has carried out a series of pilot path exploration.Based on the perspective of equalization of basic public services,this paper selects the three types of public services that are most closely related to people's livelihood in basic education,medical and health,social security and employment as the research objects.It analyzes the spatiotemporal evolution of supply status,influencing factors of basic public services before(2020)and after(2021)the implementation of the demonstration zone for.common prosperity in Zhejiang Province.Study found that:(i)The trend between the total supply of basic public services and their per capital supply is different.When balancing the supply of basic pubiic services,population factors should be taken into account:(2)From the supply side,the capacity of public finance presents a significant positive correlation with the supply of public services;From the perspective of the factors that affecting demand,the number of teachers per student,the number of health institutions per 10,o0o people and the urbanization rate are the main factors that affect the supply of the three basic public services.Based on this,the supply-side reform of basic public services should be promoted in depth,and the redistribution of financial expenditure should be accelerated to increase the high-quality supply of basic public services.
