Cost sharing mechanism and optimization path for higher education

2002-2018年是我国高等教育快速发展时期,总结这一时期高等教育成本分担机制运行情况,有助于更好地推动高等教育今后的高质量发展。本文基于此间数据信息,对教育成本分担进行研究发现:教育成本分担各项指标在整体数量上均出现增长,但增长速度不一,政府财政投入增长最快,经过不断优化最终达到趋于稳定的动态平衡比例关系;财政投入在高等教育成本分担中的主体地位进一步稳固,学杂费收取行为不断规范。基于此,应完善与国情相适应的高等教育成本分担机制,推动高等教育社会公益捐赠事业发展;加大对民办非营利性高校的扶持力度,进一步完善高等教育成本分担机制。

2002-2018 is the period of rapid development in higher education in China.Summarizing the opera-tion of the cost sharing mechanism in higher education during this period will help better promote the high-quality development of higher education in the future.Based on the data information in this period,this paper conducts research on education cost sharing and finds that all indicators of education cost sharing have increased in overall quantity,but the growth rate was uneven.The government financial input has grown fastest,and after continuous optimization,it finally reached a stable Dynamic equilibrium proportional relationship;The main position of financial investment in the cost sharing of higher education has been further stabilized,and the collection of tuition and miscellaneous fees has been continuously standardized.Based on this,it is necessary to improve the cost sharing mechanism for higher education that is suitable for the national situa-tion,and to promote the development of social welfare donations in higher education;Increase support for pri-vate non-profit universities and further improve the cost sharing mechanism for higher education.
