摘要
加快发展农村电商对于促进我国农业农村现代化与全面乡村振兴具有重要意义。本文选取2016-2021年京津冀地区农村电商投入产出数据,利用DEA模型对农村电商发展效率进行研究。研究结果表明:从区域整体来看,京津冀地区农村电商综合效率水平较低,但呈现逐年递增态势,其中,技术效率低是其主要原因之一;从不同省市来看,河北省农村电商综合效率最高,天津市农村电商综合效率最低;在研究期间,北京、天津、河北与京津冀地区在农村电商发展中均存在不同程度的投入冗余与产出不足。因此,应积极推进京津冀地区农村电商协同发展,提高区域资源配置能力,同时要因地制宜,对京津冀三省市农村电商产业发展进行合理规划。另外,还应制定动态绩效评价标准,对农村电商的发展情况进行动态监测及评价。
Accelerating the development of rural e-commerce is of great significance for promoting agricultur-al and rural modernization and comprehensive rural revitalization in China.This paper selects the input-output data of rural e-commerce in Beijing-Tianjin-Hebei region from 2016 to 2021,and uses DEA model to study the devel-opment efficiency of rural e-commerce.The research results indicate that,from the perspective of the whole re-gion,the comprehensive efficiency level of rural e-commerce in the Beijing-Tianjin-Hebei region is relatively low,but it shows an increasing trend year by year,with low technical efficiency being one of the main reasons;From the perspective of different provinces and cities,Hebei province has the highest comprehensive efficiency of rural e-commerce,while Tianjin has the lowest comprehensive efficiency of rural e-commerce.During the research pe-riod,there were input redundancy and output insufficiency in the development of rural e-commerce in Beijing,Tianjin,Hebei and Beijing-Tianjin-Hebei region to varying degrees.Therefore,it is necessary to actively promote the coordinated development of rural e-commerce in the Beijing,Tianjin and Hebei,improve regional resource al-location capabilities,and at the same time,make reasonable plans for the development of rural e-commerce indus-try in the three regions according to local conditions.In addition,dynamic performance evaluation standards should be formulated to dynamically monitor and evaluate the development of rural e-commerce.
