摘要
在日益增强的能源环境约束下,制造业绿色升级成为转变中国经济发展方式、实现高质量发展的关键。在绿色增长的理论框架下提出了中国制造业升级的方向包括价值提升、能源节约和污染减排3个维度,并以此构建中国制造业绿色升级潜力的测算框架。方法上,从方向向量内生化、松弛变量为相对距离和引入外生权重3个方面对方向距离函数加以改进。基于2001~2015年中国制造业27个二位码行业数据的测度结果发现:无论是价值提升、能源节约还是污染减排方向,资本密集型行业的升级潜力相对较大,技术密集型行业的升级潜力相对较小;中国制造业行业的绿色升级潜力趋势可以分为潜力均衡型、价值提升型和节能减排型;中国制造业生产的效率边界具有动态特征。
Under the increasing constraints of energy resources and environment,green upgrading of manufacturing has become the key to transforming the mode of Chinese economic development and achieving high-quality development.Based on the theoretical framework of green growth,this paper proposes three directions for upgrading Chinese manufacturing industry:value-promotion,energy-saving and pollution-abatement,which is used as a framework to measure the green growth upgrading potential of Chinese manufacturing industry.Methodologically,directional distance function is modified in terms of endogenous directions,relative distance and exogenous weights.Based on the data of 272-digit manufacturing industries from 2001 to 2015 in China,the measurement results show that regardless of the direction of value-promotion,energy-saving or pollutionabatement,the upgrading potentials of capital-intensive industries are comparatively higher,and those of technology-intensive industries are lower.The upgrading potentials of Chinese manufacturing industries show three tendencies:potential-balanced,value-promoted,energy-saving and pollution-abate.Chinese manufacturing production is dynamic in term of efficiency frontier.
