摘要
教师轮岗制度是推进义务教育优质均衡发展的一项重大措施,但在实施过程中却存在着教师资源配置不均衡、区域内师资水平差异较大等问题。对此,建议可行的路径为:实施前期应广泛调研多方的观点,加强宣传、提升思想认同感,优化体制、激发人力资源,增加投资、改善基础设施,建立奖励补偿机制、提高轮岗意愿;实施中期应为轮岗学校、教师需求配对选派,开展岗前培训、提升教师轮岗工作适应性,持续支持、帮助轮岗教师融入新环境,积极发挥主观能动性,全面实施监督;实施后期应树立榜样、加强宣传,逐步完善实施方案。
Teacher rotation system is a measure to promote the superior and balanced development of compulsory education.However,there are such problems as unbalanced allocation of teacher resources and large gaps within regions.In this regard,it is suggested to apply the following feasible paths.In the early stage,we should carry out extensive research and apply multi-party viewpoints,strengthen publicity,enhance ideological identity,optimize the system,stimulate human resources,increase investment,improve infrastructure,establish reward and compensation mechanism,and enhance rotation willingness.In the middle stage,we should match and select teachers under the needs of the schools and teachers in rotation system,carry out pre-job training,improve the adaptability of teachers in rotation work,support and help teachers in rotation system continuously to integrate into the new environment,give full play to our active subjective initiative,and implement supervision comprehensively.In the later stage,we should set examples,strengthen publicity,and improve the implementation plan.
