Actively and prudently pursuing the goals of reaching peak carbon emissions and carbon neutrality on the track of the rule of law is an important issueon the new journey of building a beautiful modern socialist country in all respects.At present,the legal basis for reaching peak carbon emissions and carbon neutrality is relatively weak,so it is urgent to rely on the worldview and methodology of the Thought on Socialism with Chinese Characteristics for a New Era,and to adhere to and make good use of its stances,viewpoints,and methods.The Systems Thinking inherits and develops the systematic thinking in the dialectical materialist view of nature and the traditional Chinese ecological culture,and forms thesystems methodology of dynamism,openness,and integration in guiding the legal practice of eco-civilization.Taking the Systems Thinking as the scientific thought and method,it contributes to the forward thinking of carbon law development,the overall planning of carbon law construction at home and abroad,and the holistic advancement of reaching peak carbon emissions and carbon neutrality into the environmental law system.
