社会政策是现代国家的基本配置。我国社会政策的规则体系越来越完备,社会政策的覆盖对象不断扩大,社会政策的待遇水平逐步提高。在中国式现代化进程中,有许多关键议题尤为值得关注并需要加以解决,主要包括社会政策的城乡统筹、社会政策的制度整合、社会政策的财政责任、流动人口的社会政策以及“一老一小”的社会政策等。着眼于未来,需要始终将社会政策作为执政合法性的重要基础,坚持社会政策与经济政策并重的发展取向,完善以公民身份为资格的社会政策体系,促进我国社会政策高质量发展。

Social policy is the basic configuration of modern countries.The rule system of social policy is becoming increasingly complete,the coverage of social policy is constantly expanding,and the level of social policy benefits is gradually improving in China.In the process of China’s modernization,there are many key issues that deserve special attention and need to be addressed,mainly including urban-rural balance of social policy,the institutional integration of social policy,the fiscal responsibility of social policy,social policy for the floating population,and social policy for the elderly and children.Looking to the future,it is necessary to always adhere to the dominant position of the CPC and the government,stick to the development orientation of balancing social policy and economic policy,improve the social policy system based on citizenship,and ultimately promote the high-quality development of China’s social policy.
