政策工具视角下我国农村体育政策分析

Analysis of China's Rural Sports Policy from Perspective of Policy Tools

引入政策工具理论对我国农村体育政策内部工具使用情况进行分析。采用内容分析法,搭建我国农村体育政策二维分析框架,然后对文本编码、整理和量化我国农村体育共6份政策文本得到460条政策工具条目。从如下维度统计得出,政策工具:环境型占比较高、需求型占比较低;政策工具与发展阶段:除持续加强和统筹推进阶段内部政策工具使用较为均衡外,其他阶段均不平衡;阶段与政策工具:政策工具使用频次上各阶段在目标规划、政策支持、基础设施等方面使用频次较高,财政金融、服务外包和市场管制等工具则较低。应加大农村体育财政金融投入;增强农村体育发展韧性;平衡供给型政策内部工具使用,提高农村体育信息化建设水平;推动农村体育产业建设,加强对农村体育重视力度。

Introduce policy tool theory to analyze the use of internal tools in rural sports policies in China.The Content analysis was used to build a two-dimensional analysis framework of rural sports policy in China,and then the six policy texts of rural sports in China were coded,sorted and quantified,and 460 policy tool items were obtained.From the following dimensions,policy tools:a high proportion of environmental and a low proportion of demand-based tools;policy tools and stages of development:the use of policy instruments is unbalanced in all stages except for the stages of continuous strengthening and integrated promotion where the use of internal policy tools is more balanced;stages and policy tools:the frequency of use of policy tools is higher in each stage in terms of target planning,policy support and infrastructure,while tools such as fiscal and financial,service outsourcing and market regulation are lower.It should increase the fiscal and financial investment in rural sports,enhance the resilience of rural sports development,balance the use of internal tools of supply-type policies,improve the level of information construction in rural sports,and promote the construction of the rural sports industry and strengthen the importance of rural sports.
