High-quality Development of Rural Public Services with the Goal of Shared Prosperity:Top-level Design,Theoretical Explanation and Grassroots Practice

乡村公共服务水平是衡量人民富裕、民族富余、国家富强、社会富足的关键标准,乡村公共服务高质量发展决定了农民农村共同富裕的底色与成色。文章立足系统、全面、整体的维度,从国家层面回顾乡村公共服务高质量发展的政策部署,厘清乡村公共服务高质量发展的重要性与必要性;从学术层面拓展乡村公共服务高质量发展的学理阐释,拟合乡村公共服务高质量发展的理论性与知识性;从实践层面归纳乡村公共服务高质量发展的案例经验,刻画乡村公共服务高质量发展的经验性与可及性。通过自上而下的政策合力、知识互嵌的学术张力、由此及彼的实践活力,推动构建共同富裕目标下乡村公共服务高质量发展的“政策共同体”“学术共同体”“实践共同体”,进而围绕树牢“一个理念”、统筹“二元均衡”、优化“三大体系”、赋能“四类机制”、推进“五项行动”,提出共同富裕目标下乡村公共服务高质量发展的政策建议,为地方党委和政府推动乡村公共服务高质量发展提供政策依据与决策参考。

The rural public service level is a key criterion for measuring the wealth of the people,the prosperity of a nation,the strength of a country,and the affluence of a society.The high-quality development of rural public services determines the nature and quality of shared prosperity for farmers or rural areas.From the systematic,comprehensive and overall dimensions and at the state level,this paper reviews the policy deployment of rural public services which emphasizes the importance and necessity of high-quality development of rural public services,gives a theoretical and academic explanation of rural public services which integrates the theory and knowledge of high-quality development of rural public services as well as a case demonstration of rural public services at the practical level which characterizes the experience and accessibility of rural public services.The resultant force of policies from top to bottom,the academic tension of knowledge integration,and the practical vitality proceeding from one to the other have promoted the construction of the“policy-based community”,the“academic community”and the“practice-oriented community”for the high-quality development of rural public services with the goal of shared prosperity.It also puts forward policy suggestions for the high-quality development of rural public services with the goal of shared prosperity such as the establishment of“one philosophy”,the overall planning of“binary equilibrium”,the optimization of“the three systems”,the effective operation of the“four types of mechanisms”,and the promotion of the“five actions”,which provides a policy basis and decision-making implications for local Party committees and governments to promote the high-quality development of rural public services with the goal of shared prosperity.
