价值引领、政党回应与服务治理——政党与社会关系重构下的中国基层社会治理转型

The Transformation of China's Grassroots Social Governance under the Reconstruction of the Relationship between Political Parties and Society

在百年未有之大变局的复杂环境下,基层社会治理是中国国家治理能力与治理体系现代化的基础。我国的基层社会治理实践是在党政领导下的社会秩序构造,现有的基层社会治理研究更多的是在西方国家-社会关系语境下如何培育社会力量、提高社会自治能力。国家-社会关系范式在中国研究缺乏理论解释效度,政党-社会关系范式契合中国语境和中国经验。政党-社会关系下治理的内在机制是权威效能机制、组织嵌入机制和社区服务机制,在中国基层社会治理实践中,出现了权威弱化、嵌入断裂和服务悬浮的困境,新时期基层社会治理应结合我国使命型政党、回应型政党、服务型政党属性,通过价值引领、政党回应和服务治理实现中国政党治理转型。

In the complex environment of unprecedented changes in a century,the grassroots social governance is the basis for the modernization of China's national governance capacity and governance system.The practice of grassroots social governance in China is the construction of social order under the leadership of the Party and the government,while the existing studies on grassroots social governance focus more on how to cultivate social power and improve social autonomy in the context of Western state-society relations.The state-society relations paradigm in China lacks the validity of theoretical interpretation,while the party-society relations paradigm is in line with the Chinese context and Chinese experience.The internal mechanism of governance under the relationship between political parties and society is the mechanism of authority efficiency,organizational embedding,and community service.In the practice of grassroots social governance in China,there have been such dilemmas as the authority weakening,the embedding fracture,and the service suspension.In the new era,efforts should be made in grassroots social governance to combine the attributes of mission-oriented political parties,responsive political parties,and service-oriented political parties in China,and to achieve the transformation of Chinese party governance through value guidance,party response,and service governance.
