我国省级政府部门在突发公共卫生事件中药品应急供应路径研究

Research on the Path of Drug Emergency Supply by Provincial Government Departments in Public Health Emergencies in China

在新冠疫情期间,我国省级政府部门在药品应急供应中面临部门协调困难、医疗物资供应不足等挑战。为增强突发公共卫生事件中药品应急供应能力、完善省级政府部门间的职能分工,本文从药品供应的基本流程出发,结合省级政府部门在药品应急供应中的具体职能,构建药品应急供应路径,最后从信息共享、制度规范和资金支持等方面提出建设意见,以增强生产动员能力、物资储备能力、采供调运能力和科技支撑能力来有效地保障省级层面的药品应急供应。

Under the COVID-19 pandemic,provincial government departments in China have encountered difficulties in departmental coordination and insufficient medical supplies in emergency drug supply.In order to enhance the emergency supply capacity of drugs and improve the functional division between provincial departments in public health emergencies,this paper intends to construct a drug emergency supply path based on the basic process of drug supply and the specific functions of provincial government departments in drug emergency supply.Construction suggestions are provided from the aspects of information sharing,institutional norms,and financial support,aiming to enhance production mobilization capacity,material reserve capacity,procurement and supply capacity,transportation capacity,and technological support capacity to effectively achieve emergency drug supply at the provincial level.
