合肥市建设新时代更高水平文明城市策略研究

On the Strategy of Promoting Hefei into a Higher Level Civi⁃lized City in the New Era

文明城市创建是彰显中国特色社会主义制度优势、提升城市治理能力和治理水平、提高市民文明素质和社会文明程度的关键之举。进一步推动合肥市建设新时代更高水平文明城市,在发展思路上要:高扬思想旗帜,传承“红色合肥”基因,臻善“理响合肥”矩阵,绘就“绿色合肥”画卷;突出公德培育,深培“公益之市”,建设“美德之城”,打造“好人之都”;致力改善民生,让生态“披绿化金”,让社保聚焦急难愁盼,让就业招才引智畅通;厚植文化底蕴,激活传统文化内核,挖掘革命文化资源,弘扬科技文化精神;聚合协同效应,释放都市圈一体化红利,探索“一街百站”方案,搭建文明城市互通共鉴平台。诸要素合力并举,助推文明城市典范加快建成。

The construction of civilized cities is the key to highlight the advantages of the socialist sys-tem with Chinese characteristics,enhance the ability and level of urban governance,and improve the quality of civil civilization and the degree of social civilization.To further promote its construction into a higher level civilized city in the new era,Hefei should hold high ideological banner,inherit the gene of“red Hefei”,improve the matrix of“reasonable Hefei”,and draw a picture of“green Hefei”.On the other hand,dedicated to improving people’s livelihood,Hefei should also highlight the cultivation of public morality,deeply cultivate“the city of public welfare”,build“the city of virtue”,and create“the capital of good people”,so that the ecological environment is guaranteed,social security can fo-cus on urgent worries,employment proliferation function is realized,cultural heritage is cultivated,the core of traditional culture is activated,revolutionary cultural resources are tapped,and the spirit of science and technology culture is promoted.With the above,synergistic effects can be aggregated,the integration dividend of metropolitan areas released,the plan of“one street with one hundred stations”is explored,and a platform for civilized cities to share and learn from each other is built.All elements work together to accelerate the construction of civilized city models.
