【目的】了解唐山市科技创新政策对促进企业持续发展的服务效能现状,为制定和优化支持企业发展的有关政策提供依据。【方法】梳理唐山市有效运行的支持政策,提取普惠性较高政策的关键条款,通过问卷调查的形式掌握全市科技创新政策服务效能现状。【结果】唐山市科技创新政策体系已基本完备,但仍然存在一些问题。如科技创新政策支持体系有待完善,政策宣传力度有待强化,政策落实效率有待提高,政策评估机制有待完善。【结论】建议通过完善科技创新政策体系、研发科技创新政策宣传载体、建立科技创新政策评估机制来优化唐山市科技创新政策服务效能。

[Purposes] To understand the current situation of service efficiency of technological innovation policy in promoting sustainable development of enterprises in Tangshan City.It provides the basis for formulating and optimizing the relevant policies supporting the development of enterprises.[Methods]The supporting policies for effective operation in Tangshan were sorted out,the key clauses of the policies with high universality were extracted,and the status quo of service efficiency of science and technology innovation policies in Tangshan was mastered through questionnaire survey.[Findings] The policy system of science and technology innovation in Tangshan City has been basically complete,but there are still some problems.For example,the policy support system for science and technology innovation needs to be improved;The propaganda and implementation of policies need to be strengthened;The efficiency of policy implementation needs to be improved;The policy evaluation mechanism needs to be improved.[Conclusions] This paper suggests to optimize the service efficiency of science and technology innovation policy in Tangshan city by improving the body of science and technology innovation policy,developing the propaganda carrier of science and technology innovation policy,and establishing the evaluation mechanism of science and technology innovation policy.
