“十四五”时期的山东新型农业经营主体:形势、问题与对策

Shandong's New Types of Agribusiness During 14th Five-year Plan Period:Situation Problems and Countermeasures

习近平总书记指出,发展多种形式适度规模经营,培育新型农业经营主体,是建设现代农业的前进方向和必由之路。本文以山东省新型农业经营主体为研究对象,在“十四五”时期背景下,运用文献研究法、案例研究法及访谈法,梳理十八大以来山东省出台的扶持新型农业经营主体相关政策,通过对目前新型农业经营主体发展特点的分析,从经营主体自身发展和外部环境两个维度总结了目前山东新型农业经营主体发展中存在的问题,提出“十四五”时期山东新型农业经营主体高质量发展的四条对策,即以全产业链发展促产业融合、加强人才培育工程建设、创新农业金融模式和加速政策落实硬解农业设施用地问题。

General Secretary Xi Jinping pointed out that the development of appropriately scaled agribusiness operations of various typesand cultivating new types of agribusiness,are the direction of construction of modern agriculture and the way forward.This paper takes new types of agribusiness in Shandong Province as the research object,and uses literature research method,case study method and interview method to sort out the policies and regulations issued by Shandong Province since the 18th National Congress to support new types of agribusiness,analyzes the characteristics of the current development of new types of agribusiness,and summarizes the problems in the development of new agricultural business subjects in Shandong Province from two dimensions of business subjects.By analyzing the characteristics of the current development of new agricultural business entities,this paper summerizes summarize the problems in the development of new types of agribusiness in Shandong Province from two dimensions:their own development and external environment,and propose four countermeasures for the high-quality development of new types of agribusiness in Shandong Province during the 14th Five-Year Plan period,namely,promoting industrial integration with the development of the whole industrial chain,strengthening the construction of talent cultivation projects,innovating agricultural financial models,and accelerating the implementation of policies to effectively solve the land using problem for agricultural facilities.
