共同富裕导向下数字乡村建设赋能城乡融合的机理与策略——基于长兴县的考察

Mechanism and Strategy of Boosting Urban-rural Integration with Digital Rural Construction under the Guidance of Common Prosperity——Based on the Investigation of Changxing County

“八八战略”提出,要统筹城乡经济社会发展,加快推进城乡一体化。在现实生活中,城乡融合还存在生产要素单向流动、城乡数字鸿沟、公共服务不均等、城乡收入差距较大等问题。数字乡村建设是推进县域城乡融合发展的重要抓手,因此,文章以浙北长兴县为研究个案,在剖析数字乡村建设赋能城乡产业融合、城乡治理融合、城乡公共服务融合逻辑机理的基础上,研究数字乡村建设赋能城乡融合的路径。认为该县在数字乡村建设赋能城乡融合过程中创造出产业协同、治理融通、公共服务均等化的城乡融合新范式,能为类似县市以数字乡村建设推动城乡深度融合提供借鉴参考。

The“August 8th Strategy”proposes to coordinate the economic and social development of urban and rural areas and ac-celerate the integration of urban and rural areas.In reality,the urban-rural integration still faces problems such as one-way flow of production factors,digital gap between urban and rural areas,unequal public services,and large income gap between urban and ru-ral areas.The construction of digital countryside is an important starting point to promote the development of urban-rural integra-tion at the county level.Therefore,taking Changxing County in northern Zhejiang Province as a case study,this paper studies the path of digital countryside construction boosting urban-rural integration based on the analysis of the logical mechanism of digital countryside construction promoting urban-rural industrial integration,urban-rural governance integration,and urban-rural public service integration.It is believed that the county has created a new paradigm of urban-rural integration in the above process,in-cluding industrial collaboration,governance integration,and equalization of public services.This can provide reference for similar counties and cities to promote deep urban-rural integration through digital rural construction.
