新疆推动城乡融合发展促进共同富裕的实践思考

Practical Thinking on Promoting Urban-rural Integration and Promoting Common Prosperity in Xinjiang

破除城乡隔离、促进城乡融合是社会主义现代化建设的最终目标,也是马克思和恩格斯关于共同富裕理论的内在要求。进入21世纪以来,新疆围绕城乡融合发展进行了一系列卓有成效的改革探索,为新阶段共同富裕目标的实现奠定了坚实基础,但仍然面临着较为严峻的挑战和体制机制的制约。文章在梳理新疆推动城乡融合发展促进共同富裕的实践基础上,重点围绕新疆城乡融合发展不平衡不充分、以城带乡作用弱、县域产业优势小、要素流通不顺畅等实践挑战,建设性提出创新城乡融合体制机制、以县城为载体推进新型城镇化、推动脱贫攻坚与乡村振兴有效衔接、构建农村农业全产业链、补齐城乡融合发展短板五大实践进路,开创新疆推动城乡融合发展促进共同富裕的新局面。

Breaking the urban-rural segregation and promoting urban-rural integration is the ultimate goal of socialist moderniza-tion,and it is also the inherent requirement of Marx and Engels on the theory of common prosperity.Since the beginning of the 21 st century,Xinjiang has carried out a series of fruitful reforms and explorations around the integration of urban and rural development,which has laid a solid foundation for the realization of the goal of common prosperity in the new stage,but it still faces severe chal-lenges and institutional constraints.On the basis of combing the practice of promoting urban-rural integration development and pro-moting common prosperity in Xinjiang,this paper focuses on the practical challenges in urban-rural development in Xinjiang,such as unbalanced and inadequate development in urban-rural integration,the weak role of urban areas in leading rural areas,non-dis-tinctive advantages of county industries,and the unsmooth circulation of factors.This paper proposes five practical approaches which are innovate urban-rural integration system and mechanism,promote new urbanization with counties as the carrier,promote the effective connection between poverty alleviation and rural revitalization,build the whole industrial chain of rural agriculture,and make up for the shortcomings of urban-rural integration development,so as to create a new picture in Xinjiang to promote ur-ban-rural integration development and promote common prosperity.
