摘要
联合国教科文组织自成立以来的77年中,以会议论坛、发布报告、制定规划、研制成果、传播理念、支持经费、援助技术、协调行动等多种形式,积极引领、参与全球教育治理,先后历经以开展扫盲教育为主的“点”的聚焦,以倡导纵贯人一生的终身教育理念为引领的“线”的延伸,以追求覆盖全体的全民教育为追求的“面”的扩展,以实施可持续发展的全民终身教育的纵横立体的“体”的交融,这些阶段总体呈现出“点−线−面一体”的教育治理理念与实践轨迹,进而有效地承担和发挥了在全球教育治理中的思想实验者、能力培养者、标准制定者、合作推动者、信息交流站的角色与功能,有效地推动了全球教育的变革与发展。
Since the foundation seventy eight years ago,UNESCO has actively participated and led in global education governance(GEG)through various ways,including hosting conferences and supporting forums,drafting reports,issuing initiatives,publishing achievements,disseminating ideas,providing funding,offering technical assistance and coordinating actions,etc.UNESCO's leadership and participation demonstrated in the evolvement of GEG system could be illustrated in the frame of"Point-Line-Area-Volume,PLAV".In the genesis stage,UNESCO's engagement in GEG has successively initiated in the form of"points"by focusing on promoting literacy and fundamental education.In the early stage of GEG,the UNESCO's governance managed to proceed to the extension,in the form of"lines"by advocating the concept of lifelong learning in people's lifespans.In the middle stage,UNESCO's GEG then approached to the expansion,in the form of"areas"by pursuing education for all that covers all stakeholders from all backgrounds.Nowadays,UNESCO's GEG moves on to the integration,in the form of three-dimensional"bodies"by implementing Sustainable Development Goal 4 that ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.These stages present the structure of UNESCO's leadership and participation in GEG in terms of governance system consisting of"PLAV",which indicates UNESCO's functions of thought experimenter,ability cultivator,standard setter,cooperation promoter and information exchange in GEG,and UNESCO's role in effective promotion of the education reform at global scale.
