当代中国农地制度变迁综述——基于租值消散的分析范式

A Review on the Change of Agricultural Land System in Contemporary China——Based on the Analysis Paradigm of Cost-rent Dissipation

新型农地制度改革是农业供给侧结构性改革的基础,对包括“三权分置”在内的新中国历史上三次农地制度改革进行了梳理分析,并抓住产权结构这一关键词,采用租值消散范式对历次改革中的农地转让权界定与经营制度安排的问题详加分析,以一个全新视角对中国农地制度的变迁进行了解释性研究,在此基础上,针对“三权分置”改革中存在的经营模式问题进行探讨,为理解资源配置效率与产权安排之间的关系提供新的思路。

The reform of the new farmland system is the foundation of the structural reform of the agricultural supply side.This paper combs and analyzes the three rural land system reforms in the new History of China history,including the“three rights separation”,grabs the key word of property right structure,uses the cost-rent dissipation paradigm to analyze in detail the definition of rural land transfer rights and management system arrangements in previous reforms,and conducts an interpretative study of China’s rural land system changes from a new perspective.On this basis,the exploration to the business model issues in the“three rights separation”reform has been made to provide new ideas for understanding the relationship between resource allocation efficiency and property rights arrangement.
