摘要 上海推进“双碳”战略面临艰巨挑战,不仅需要加快绿色低碳新兴技术的应用推广,更需要依靠科技创新转换发展动力,以技术创新带动产业升级,以模式创新带动管理升级,推动经济发展实现质量变革、效率变革、动力变革。为此,“双碳”战略推进的管理抓手需要由传统的约束型、管制型思路向赋能经济转型发展、激发基层动力和活力转变,努力探索以更高效率、更高效益、更低成本,协同推进经济社会绿色低碳高质量发展。 Shanghai’s“dual-carbon”strategy faces formidable challenges,not only to accelerate the application and promotion of new green and low-carbon technologies,but also to rely on scientific and technological innovation to transform the development momentum,drive industrial upgrading with technological innovation,drive management upgrading with model innovation,and drive economic development to realize quality change,efficiency change,and power change.To this end,the management of the“dual-carbon”strategy needs to be promoted from the traditional constraint-based,regulatory thinking to empower economic transformation and development,stimulate grass-roots motivation and vitality change,and strive to explore more efficient,more effective,more cost-effective,and synergistically promote the economic and social development of green,low-carbon and high-quality development.
