Shanghai’s“dual-carbon”strategy faces formidable challenges,not only to accelerate the application and promotion of new green and low-carbon technologies,but also to rely on scientific and technological innovation to transform the development momentum,drive industrial upgrading with technological innovation,drive management upgrading with model innovation,and drive economic development to realize quality change,efficiency change,and power change.To this end,the management of the“dual-carbon”strategy needs to be promoted from the traditional constraint-based,regulatory thinking to empower economic transformation and development,stimulate grass-roots motivation and vitality change,and strive to explore more efficient,more effective,more cost-effective,and synergistically promote the economic and social development of green,low-carbon and high-quality development.
