摘要
川藏交通廊道暴雨山洪灾害频发,评估该地区的暴雨山洪灾害风险是山洪风险管理的重要环节,对于川藏地区的发展具有重要意义。基于川藏铁路(轨道、桥梁和隧道)和川藏公路(国道、省道、县道和乡道)数据,选择21项指标构建川藏交通廊道暴雨山洪灾害风险评估体系,综合评估了川藏交通廊道暴雨山洪危险性、易损性、减灾能力和风险。评估结果表明:从整体区域来看,川藏交通廊道内的高风险区主要分布于山南市桑日县,林芝市的朗县、米林县、波密县和墨脱县,甘孜藏族自治州的理塘县、雅江县,以及康定市和雅安市;从公路线路来看,波密县、昌都市和德格县境内国道G318线、昌都市境内省道S214线、甘孜县境内省道S217线以及马尔康市境内的省道S209和S210线均处于高风险区;从铁路线路来看,川藏铁路中桑日-加查、朗县-米林和理塘-雅安段均处于高风险区。
The Sichuan-Tibet traffic corridor is prone to heavy rain and mountain stream catastrophes.Mountain torrent risk management in this area includes assessing the risk of mountain torrent catastrophes,which is critical to the development of the Sichuan-Tibet region.This paper selects 21 indicators to construct the Sichuan-Tibet traffic corridor rainstorm and mountain torrent disaster risk assessment system based on data from the Sichuan-Tibet railway(tracks,bridges,and tunnels)and the Sichuan-Tibet highway(national road,provincial road,county road,and township road).In the Sichuan-Tibet traffic corridor,the danger,vulnerability,disaster reduction capabilities,and risk of mountain torrents are assessed.The results show that:from the perspective of the overall area,the high-risk areas in the Sichuan-Tibet traffic corridor are mainly distributed in Shannan City(Sangri County),Nyingchi City(Lang County,Milin County,Bomi County and Medog County),Ganzi Tibetan autonomous prefecture(Litang County and Yajiang County),Kangding City and Ya’an City.From the perspective of highway routes,the national highway G318 in Bomi County,Chamdo and Dege County,the provincial highway S214 in Chamdo,Ganzi provincial highway S217 in the county and provincial highways S209 and S210 in Malkang City are in high-risk areas.From the perspective of railway lines,Sichuan-Tibet Railway Sangri-Jiacha,Langxian-Milin and Litang-Ya’an sections are in the high-risk area.
