新发展格局下河北省“一带一路”国际产能合作提质升级研究

Research on the Quality Improvement and Upgrading of the International Industrial Capacity Cooperation of Hebei Province under“the Belt and Road Initiative”under the New Development Pattern

在服务构建新发展格局这一新背景下,河北省“一带一路”国际产能合作亟需认识新趋势、确立新导向并据此创新升级推进路径,以新导向、新路径推动河北省“一带一路”国际产能合作的提质升级。从新趋势来看,河北省“一带一路”国际产能合作呈现出载体园区化、产业高端化和企业跨国化三大趋势。从新导向来看,河北省“一带一路”国际产能合作要顺应新发展格局下更高水平国际循环的客观要求,确立全球化布局、全球价值链竞争的高站位。从新路径来看,河北省“一带一路”国际产能合作要聚焦境外园区、境外融资、风险防控三大重点设计“升级版”的推进路径:一是精准化建设园区,包括重点争取东道国的财政性支持、精准引入战略投资者等;二是高站位拓展融资,包括顺应企业跨国化、产业高端化趋势前瞻性谋划国际化融资、创新境外融资等;三是系统化防控风险,即以“体系化”优势构筑风险防控屏障。

Under the new background of serving the building of the new development pattern,the international industrial capacity cooperation of Hebei Province under“the Belt and Road Initiative”needs to identify the new trend,establish the new orientation and accordingly innovate and upgrade the path of advancement,with a view to promoting the quality improvement and upgrading of the international industrial capacity cooperation of Hebei Prov-ince under“the Belt and Road Initiative”with the new orientation and new path.The new trend is that the inter-national industrial capacity cooperation of Hebei Province under“the Belt and Road Initiative”has the three trends of carriers being parks,industries high-end and enterprises transnational.The new orientation is that the in-ternational industrial capacity cooperation of Hebei Province under“the Belt and Road Initiative”needs to estab-lish the high stance of globe-wide expansion and global value chain competition in compliance with the objective re-quirements of a higher-level international circulation under the new development pattern.The new path is that the international industrial capacity cooperation of Hebei Province under“the Belt and Road Initiative”needs to fo-cus on the three priorities of overseas parks,overseas financing and risk prevention and control to design the“up-graded”path of advancement:Constructing parks with targeted efforts,including the priority effort of striving for the fiscal support from host countries,and targeted promotion of strategic investor entry;extending the financing with the high stance,including the forward-looking planning of international financing and the innovation of over-seas financing in compliance with the trend of industries being high-end and enterprises transnational;preventing and controlling risks in a systematized way,namely,building shields of risk prevention and control with“system-atized”advantages.
