百年变局下的中拉“一带一路”合作

"Belt and Road Initiative"Cooperation Between China and Latin America in a Changing World

近年来,中国以“一带一路”倡议为抓手,推动中拉关系不断提质升级。当前大国博弈加剧,俄乌冲突持续,国际经济环境风险积聚,拉美地区作为全球发展中国家最多的地区之一,是中国实现“双循环”新发展格局和拓展南南合作的重要伙伴。但中拉合作亦面临美国加大打压阻挠、拉美地区政经局势不稳等诸多挑战。对此,中拉应加强沟通协调,以全球发展倡议为指引,以“一带一路”倡议为平台,着眼可持续发展,扎实推进高质量合作,努力构建互利共赢的合作关系,为构筑人类命运共同体发挥应有作用。

In recent years,China has introduced"Belt and Road Initiative"as a starting point to upgrade the quality of Sino-Latin American relations.At present,the world witnesses great changes with intensifying game between major countries and continuous Russia-Ukraine conflict.Risks in the international economic environment are mounting.As one of the regions with the largest number of developing countries in the world,Latin America is an important partner for China to realize a"dual circulation"development pattern and expand South-South cooperation.However,the cooperation between China and Latin American is now facing many challenges,such as the intervention and obstruction by the United States and political and economic instability in the region.To cope with these challenges,China and Latin America should not only strengthen communication and coordination and focus on sustainable development and high-quality cooperation by taking Global Development Initiative as a guide and Belt and Road Initiative as a platform,but also strive to build mutually beneficial cooperative relations,and a community with a shared future for mankind.
