超大城市重点地区规划实施协同方法探索——以上海地区总图为例

METHODS FOR PLANNING AND IMPLEMENTATION COORDINATION IN KEY AREAS OF METROPOLIS: A CASE STUDY OF PLANNING AND CONSTRUCTION MASTER PLAN IN SHANGHAI

重点地区建设是超大城市优化区域空间格局和合理分布资源要素的重要举措,其规划编制与实施衔接是完善国土空间规划体系,落实高质量发展、高品质生活、高效能治理要求的重要工作内容。上海市规划和自然资源局开展建设项目规划实施平台管理工作,以地区总图为核心技术成果开展规划实施协同,推动理念转变,探索方法创新。系统介绍上海依托地区总图开展空间统筹、过程协调和主体协同,以此推动重点地区高品质建设实施的工作思路与实践,以期为其他超大城市重点地区规划实施提供借鉴。

The construction of key areas is an important measure for metropolises to improve regional spatial layout and distribution of resource elements.The linkage between planning compilation and implementation is important to improve the territorial planning system and to meet requirements of high-quality development,high-quality life,and high-efficiency governance.The Shanghai Municipal Bureau of Planning and Natural Resources has attempted to manage the Urban Planning and Implementation Platform of Construction Projects,and explored the ideological transformation and methodological innovation in Shanghai using the Planning and Construction Master Plan as its core technical achievement to carry out planning and implementation coordination.This paper systematically introduces the ideas and practices of Shanghai carrying out spatial planning,process coordination and stakeholder collaboration based on the Planning,and Construction Master Plan,to promote high-quality construction of key areas.It is expected to provide reference for the planning and implementation of key areas in other metropolises.
