青海省PPP公路项目超出概算风险控制研究

Study on risk control of PPP highway projectbegond budget estimate in Qinghai Province

公路建设项目工程投资控制,一般分为工可研、设计阶段、招标阶段的投资控制以及施工阶段等投资控制。其中设计阶段的投资控制最为关键。设计阶段通过编制初步设计概算及施工图预算进行投资控制,估算作为发改委等管理部门批复总投资的依据,对控制总投资有着决定性的作用。实践中,通常较政府投资项目,诸多PPP公路项目因客观或主观原因面临超出概算(以下简称“超概”)风险,导致项目无法正常推进。本文以青海D高速公路项目为例分析青海省PPP公路项目超概的原因、面临的风险,并提出解决思路和预防措施。

In the process of highway construction project investment control,it is generally divided into investment control in feasibility study,investment control in design stage,investment control in bidding stage and investment control in construction stage.Among them,the most critical is the investment control in the design stage.In the design stage,investment control is carried out through the preparation of preliminary design budget and construction drawing budget.As the basis for the approval of the total investment by the national development and Reform Commission and other management departments,the budget plays a decisive role in controlling the total investment.In practice,compared with government investment projects,many PPP highway projects face the risk of exceeding the budget estimate(hereinafter referred to as“exceeding the estimate”)due to objective or competent reasons,which makes the ongoing projects unable to continue to promote,or even interrupt the shutdown,resulting in adverse social and economic impact.Combined with the problems and solutions of PPP highway projects under construction or completed in Qinghai,taking D highway project as an example,this paper analyzes the reasons and risks of PPP highway projects in Qinghai Province,and puts forward the ideas and preventive measures to solve the problems.
