摘要
运用内容分析法,从政策工具和数字公民素养维度出发,利用Nvivo与Excel软件对我国153份数字素养政策文本进行量化分析,发现我国数字素养政策存在供给型政策工具使用过溢、需求型政策工具使用匮乏、供给型与环境型政策工具内部失衡、政策工具在数字公民素养维度使用不均衡等问题,建议增加需求型政策工具、增强供给型与环境型的财政支持类政策工具使用、重视工具-目标组合效应、构建多元主体协同体系。图5。表4。参考文献38。
Using the content analysis method,starting from the policy tools and the dimension of digital citizenship,this paper uses Nvivo and Excel software to quantitatively analyze 153 digital literacy policy texts in China.The research finds that there are some problems in China's digital literacy policy,such as the overuse of supply-based policy tools,the lack of demand-based policy tools,the internal imbalance of supply-based and environment-based policy tools,and the unbalanced use of policy tools in the dimension of digital citizenship literacy.It is suggested to increase demand-based policy tools,enhance the use of supply-based and environmentbased financial support policy tools,attach importance to the tool-target combination effect,and build a multisubject coordination system.5 figs.4 tabs.38 refs.
