高质量背景下“文化服务圈”的建设发展研究

“文化服务圈”在公共文化高质量发展的时代背景下具有重要意义,不仅满足了中央层面的政策要求,也在地方层面进行了一系列实践探索。作为将高品质文化送到百姓家门口的现代公共文化服务体系,“文化服务圈”使公众就近即可享受到较高品质的文化设施空间、文化资源配置、文化智慧服务。面对当前实践过程中出现的发展不均衡、工作推进落实困难、社会力量参与存在风险、文化服务功能弱化等突出问题,建议加强政府主体责任和制度保障标准,依托“一刻钟便民生活圈”、城市更新建设、美丽乡村建设、文旅融合和文教结合等优化文化设施布局和场馆空间品质,强化“圈”内各类阵地职能,推动在公共文化中融入科技,切实使文化与生活互融。参考文献22。

The“Cultural Service Circle”has an important significance in the era of public cultural high quality development,which has not only met the policy requirements at the central level,but also carried out series of practical exploration at the local level.As the modern public cultural system that brings the high-quality culture services to common people's doorsteps,the“Cultural Service Circle”requires that people could enjoy high-quality cultural facilities,high-level cultural resources and high-level digital cultural services nearby.Aimed at some noticeable questions,such as uneven development,difficult promotion and implementation,risks in the social force participation and weakened cultural function,it is suggested to strengthen the principal responsibility of the government and standards of institutional guarantee,optimize the cultural facilities layout and the quality of spaces by“one-quarter-convenient living circle”,urban renewal construction,beautiful countryside construction,integration of culture and tourism and combination of culture and education,strengthen the functions of various spaces inside the“circle”,promote the integration of science and technology into public culture.By doing this,the integration of culture and life could be truly realized.22 refs.
