精细化治理会提高村庄公共服务供给效果吗?

Will Fine Management Improve the Effect of Village Public Service Supply?

基于江苏、安徽、陕西3省90个村的调查数据,运用多层线性回归模型(HLM)考察精细化治理与村庄自治型公共服务供给之间的内在联系。研究表明:以治理单元“微型化”为代表的精细化治理能够显著提升村庄自治型公共服务的供给效果,这种效果提升是通过发掘培育村庄精英骨干力量和增进村民公共事务参与两条路径实现的;在这一过程中,数字技术工具的使用能够显著增强精细化治理对公共服务效果的提升作用。异质性分析发现,精细化治理在外出务工率高的“空心村”能够发挥更大作用,而基层单元的责任制改革是精细化治理发挥作用的组织基础。

Based on the survey data of Jiangsu,Anhui and Shaanxi provinces,this study examined the internal relationship between refined governance and village autonomous public service supply through the multi layer linear regression model(HLM).The results show that:the fine governance represented by the“miniaturization”of governance unit significantly improves the supply effect of village autonomous public services;The improvement of this effect is achieved by exploring and cultivating the backbone of the village elite and enhancing the villagers’participation in public affairs.In this process,the use of digital technology tools can significantly enhance the effect of fine governance on public services.In addition,refined governance can play a greater role in“hollow villages”with a high migrant worker rate,and the responsibility system reform of grassroots units is the organizational basis for refined governance to play a role.Combined with the practice of grassroots governance under the background of the times,the study provides policy reference and theoretical guidance for effectively solving the problem of independent supply of village public services.
