内外耦合式发展:数字乡村建设的策略选择

数字乡村建设是建设数字中国、实现乡村振兴战略的必然选择和重要抓手,厘清数字乡村建设的动力来源是有效开展数字乡村建设的关键要义。从当前实践来看,我国正处于外源型模式的数字乡村建设初级阶段,具有短期内提升乡村数字化水平的优势,但也不可避免地面临可持续困境。随着乡村振兴制度设计的不断优化和村民日益增长的美好生活需要以及数字技术普惠效应的充分释放,内生式发展逐渐成为数字乡村建设的创新方案。有别于“外源型输送”的发展模式,“内生式发展”模式更注重内生力量的激发,但同时“内生式发展”模式存在着“动力黑箱”的梗阻。未来要可持续地建设数字乡村,应该发挥外源和内生模式的联动作用,从筑牢乡村的硬件基础、培育数字乡村共同体、优化制度设计理念以及推动城乡一体化发展等方面打造外源与内生耦合的建设图景,为实现数字乡村可持续发展提供理论方案。

Digital rural construction is an inevitable choice and important starting point for building digital China and realizing the strategy of rural revitalization.Clarifying the power source of digital village construction is the key to effectively carrying out digital village construction.From the current practice,China is in the initial stage of exogenous digital rural construction,which has the advantage of improving the level of rural digitalization in the short term,but it also inevitably faces a sustainable dilemma.With the continuous optimization of the design of rural revitalization system,the growing needs of villagers for a better life,and the full release of the inclusive effect of digital technology,endogenous development has gradually become an innovative solution for digital rural construction.Different from the development model of“exogenous delivery”,the“endogenous development”model pays more attention to the stimulation of endogenous forces.But at the same time,the“endogenous development”model has the obstruction of“power black box”.In the future,to promote the sustainable construction of digital rural areas,we should give full play to the linkage of exogenous and endogenous models.From the aspects of building a solid rural hardware foundation,cultivating a digital rural community,optimizing the system design concept and promoting the integrated development of urban and rural areas,the construction picture of exogenous and endogenous coupling is created,and a theoretical solution is provided for the sustainable development of digital rural areas.
