乡村产业数字化转型升级内涵特征、驱动机制与实现路径

Connotation Characteristics,Driving Mechanism and Realization Path of Digital Transformation and Upgrading of Rural Industries in China

扎实推动乡村产业数字化转型升级,既是乡村产业发展动能转换的迫切需求,也是促进乡村产业高质量发展的现实需要,更是农业农村现代化发展的必经之路。乡村产业数字化转型升级内涵可分为数字化转型、价值链升级和一二三产业融合三个层次,其所包含的六大主要产业具有不同的数字化转型升级特征。通过构建政府-市场-社会三重驱动理论机制,分析了有为政府制度顶层设计和数字基础设施建设、有效市场资源配置优化和调节作用有效发挥、有力社会发展理念转变和数字普惠协同推进乡村产业数字化转型升级的内外驱动力。以此提出有为政府增长甄别和因势利导,有效市场技术创新和需求导向,有力社会环境营造和人才培育等乡村产业数字化转型升级的实现路径。

Solid promotion of digital transformation and upgrading of rural industries is not only the urgent need for the transformation of the momentum of rural industrial development,but also the realistic need to promote the high quality development of rural industries,and it is a necessary path for the development of modernization of agriculture and rural areas in China.The connotation of digital transformation and upgrading of rural industries can be divided into three levels:digital transformation,value chain upgrading and integration of primary,secondary and tertiary industries,and the six major industries it contains have different digital transformation and upgrading characteristics.By constructing the theoretical mechanism of government market society triple drive,this paper analyzes the internal and external drivers of the government’s top level institutional design and digital infrastructure construction,the market’s optimization of resource allocation and effective regulation,the society’s development concept transformation and digital inclusion,so as to collaboratively promote the digital transformation and upgrading of rural industries.Therefore,we propose the realization path of digital transformation and upgrading of rural industries,such as government growth screening and situational guidance,market technology innovation and demand orientation,social environment creation and talent cultivation.
