摘要
针对国家储备林建设过程中存在项目落地难、推进慢等情况,本文以福建省国家储备林建设为研究对象,赴福建省三明市沙县区、永安市等相关单位开展蹲点调研,系统总结福建省储备林建设主要经验做法,深入分析存在问题,针对性提出完善制度建设、增强资金保障、健全收储机制等对策建议,旨在为福建省和相关地区加快推进国家储备林高质量发展提供参考。
In view of the difficulties in project implementation and slow progress in the construction of national reserve forest,this report takes the construction of national reserve forest in Fujian province as the research object.After a 15-day on-site survey in Sha county of Yong'an prefecture and other relevant institutes in Fujian province,the report systematically summarizes the main experiences and practices of promoting the construction of reserve forest in Fujian province,and deeply analyzes the main problems.Solutions and suggestions in improving system construction,fund guarantee,collection and storage mechanism are put forward in order to accelerate the high-quality development of national reserve forests in Fujian province and other places.
