新一轮林地保护利用规划编制框架下的林地动态管理机制研究——以广西、四川为例

Research on Dynamic Management Mechanism of Forestland Based on the New Forestland Protection and Utilization Planning——Illustrated by the Examples of Guangxi and Sichuan

林地管理是森林资源管理的根基。《全国国土空间规划纲要(2021—2035年)》颁布实施后,林地管理面临诸多新形势、新要求、新挑战。通过集中培训、座谈交流、外业调查、影像分析、蹲点调研等形式,全面梳理林地动态管理的基本情况,分析研判当前存在的问题、相关影响及经验做法,探索林地管理新思路,研究提出在明确林地管理范围的基础上,加快推进新一轮林保规划编制,建立健全林地动态管理制度,着力强化部门间协调联动,积极拓展补充林地空间,优化完善保障机制,规范林地动态管理,为助力林草高质量发展建言献策。

Forestland management is the foundation of forest resource management.After the promulgation and implementation of the Outline of the National Territorial Space Plan(2021-2035),forestland management is faced up with many new situations,new requirements and new challenges.Through intensive training,forum conferences,field survey,image analysis,site survey and other forms,this paper comprehensively has sorted out the basic situation of forestland dynamic management,analyzed and evaluated the current problems,relevant impacts and experience practices,and explored new ideas of forestland management.On the basis of clarifying the scope of forestland management,it is proposed to accelerate the preparation of the new forest protection planning,establish and improve the dynamic management system of forestland,strengthen the coordination and interaction between departments,actively expand and supplement the space of forestland,and optimize and improve the guarantee mechanism to promote the high-quality development of forest and grass.
