林业有害生物防控中央预算内投资基础设施建设项目实施情况调研报告

Research Report on the Implementation of Infrastructure Construction Projects Invested by the Central Budget for Forest Pest Prevention and Control

林业有害生物防控基础设施是开展林业生物灾害防灾减灾的重要物质基础和支撑保障。中央预算内投资支持林业有害生物防控基础设施建设,对提升我国特别是重点生态区域防控能力发挥了重要作用。调研组选取江西、陕西2省6县为研究对象,以书面调度、实地调研等方式开展调查研究,了解了林业有害生物防控项目建设和设施设备运行情况,分析了项目实施效能,梳理出建设中存在的管理职责不清、资金缺口较大、顶层设计脱节、实用设备不足等问题。在此基础上,从运用习近平新时代中国特色社会主义思想的立场观点方法指导工作、创新工作机制、加强过程管理、强化统筹联动等方面,提出了加强林业有害生物防控项目管理的对策建议。

Forestry pest prevention and control infrastructure is an important material basis and support guarantee for the prevention and mitigation of forestry biological disasters.The national budget in this regard has played an important role in improving the prevention and control capabilities of China,especially in key ecological areas.The research team selected 6 counties in 2 provinces of Jiangxi and Shaanxi as the research object,and carried out the investigation and research by means of desk research and fieldwork,checked the construction status of the infrastructure and the operation of facilities and equipment,analyzed the implementation efficiency,and sorted out the existing problems such as unclear management responsibilities,large fund gap,disconnection of top-level design and insufficient practical equipment.The suggestions for optimizing and improving project management of forestry and grassland departments are put forward from the following aspects,i.e.guiding the work from the standpoint,viewpoint and method of Xi Jinping's socialist ideology with Chinese characteristics in the new era,innovating the working mechanism,strengthening the process management,and strengthening the overall coordination and linkage.
