关于湖南省耒阳市油茶经营主体的调研报告

Research Report on Business Entities of Oil-tea Camellia of Leiyang in Hunan Province

油茶是我国特有的木本油料树种,在维护国家粮油安全、改善生态环境、助农增收等方面具有重大作用。调研组聚焦“油茶”主题,选取我国油茶重点县——湖南耒阳作为典型,以油茶经营主体为切入点“解剖麻雀”,分析了当前油茶产业发展面临的现代产业与传统种植、产业发展与产业基础、资金支持与配置机制、政府推动与市场需求等方面的矛盾,从加强适度规模和多元经营、提升支撑保障能力、强化资金和金融服务、加大茶油销售和品牌建设等方面提出了对策建议,助推油茶产业高质量发展。

Oil-tea camellia is Chinas unique woody oil species,which plays a significant role in maintaining national food and oil security,improving the ecological environment and increasing farmersincome.The research group focused on the oil-tea camellia as research subject,selected Leiyang in Hunan Province,one of Chinas key counties for oil-tea camellia,as a typical case.To help boost the high-quality development of oil-tea camellia industry,by thoroughly analyzing oil-tea camellia industry based on the business entities,the research group sorted out four pairs of the contradictions in Leiyangs oil-tea camellia industry and the contradictions lay between modern industry and traditional planting,industrial development and industrial foundation,financial support and distribution mechanism,government promotion and market demand.Four recommendations to deal with each pair of problems are put forward,for example establishing moderate business scale and diversified operation,enhancing the support and guarantee capacity,strengthening the funds and financial services and increasing the sales and brand building.
