界面重构何以提升治理效能?——以河南省Q市智慧交通建设为例

How can Interface Reconstitution Improve Governance Effectiveness?——Based on the Case Study of Q City's Intelligent Transportation Construction of Henan Province

近年来,治理概念已经成为全球公共管理实践中不可或缺的理论,但伴随着众多相关概念的产生,治理概念的边界及纵深并未更为清晰。国内学界逐渐注意到了“界面”对于简化和理顺治理概念内涵的独特作用,治理界面与界面治理的概念随之产生。在回顾现有相关研究的基础上,文章构建了治理界面和界面治理的理论框架,提出界面治理效能的发挥取决于治理界面的重构和改革,并以河南省Q市的智慧交通建设过程的个案为例,阐述从治理界面重构与改革到治理效能提升的形式特征、实质特征、价值涌现三阶段实现机制及其关键要素。面向未来,深入研究治理界面重构与改革的机制过程是推动界面治理概念长足发展的关键途径。

Currently,governance concept has become an indispensable theory in the practice of global public administration.With the emergence of related concepts,breadth and depth of governance concept has become clear.In recent years,academia has gradually noticed the unique role of the concept of“interface”in simplifying and straightening out the connotation of the concept of governance,and the concepts of“governance interface”and“interface governance”came into being.Reviewing the current research,the paper establishes the framework of governance interface and interface governance,illustrates the exertion of the interface governance effectiveness depends on the reconstitution and reform of interface itself,and stresses out the implementation mechanism from governance interface refactor and reform to governance effectiveness improvement based on the case analysis of intelligent transportation construction in Q City of Henan Province.According to that,this paper expounds the three-stage realization mechanism and its key elements from the reconstruction of the governance interface and the reform of the improvement of governance efficiency,from the aspects of form characteristics,substantive characteristics,value emergence and key factors.Looking into the future,study on the reconstruction and reform of the mechanism of governance interface is the key way to promote further development of interface governance.
