既有住区户外环境更新路径的比较研究——以日本、新加坡住区更新实践为例

Comparative Research on the Renewal Paths for Outdoor Environments in Existing Residential Areas:A Case Study of Practices in Japan and Singapore

随着我国大规模老旧住区更新实践的持续推进,住区户外环境的改造仍处于从单一的环境整治向综合性改造转型的探索阶段。日本和新加坡的住区更新计划开展较早,形成了较为成熟的从前期组织策划、设计决策到多方参与实施运维的更新路径,文章调研并总结了日本和新加坡开展的既有住区户外环境更新实践活动,通过比较更新的实施模式、实施主体和实施路径等,探讨不同更新实施框架下户外改造的特点和成效,为我国现阶段户外环境更新的科学化和精细化转型提出参考策略。

As China continues to promote large-scale renewal of old residential areas,the transformation of outdoor residential environments is still in a transitional phase from single environmental rectification to comprehensive renovation.The neighborhood renewal initiatives in Japan and Singapore were implemented earlier and have established a more mature renewal path,ranging from initial organizational planning and design decision-making to multi-stakeholder participation in implementation and operation.This paper surveys and summarizes the practices of existing residential outdoor environment renewal in Japan and Singapore.It compares implementation modes,main actors,and paths of renewal,examining the characteristics and ef fectiveness of outdoor transformations under dif ferent implementation frameworks.The findings of fer reference strategies for the scientific and refined transition of outdoor environment renewal in China.
