治理重心下移背景下城市社区有效治理的困境与出路

治理重心下移与城市社区有效治理是新时代社会治理的重要议题。当下城市社区治理正面临着认识不深刻且有误区,缺乏社区治理规划,治理优质资源下沉不匹配,基层社会治理体制机制壁垒阻力较大,社区治理共同体构建不足等现实挑战,无法有效回应新时代社会治理创新的迫切需求;应当从践行协同协商协作理念,明确共建共治共享思路,科学制定社区治理规划,加强社区治理体制机制创新,加大人财物力投入力度,不断提高资源整合利用效率,强化数字治理深度运用,提升科技在社区治理中的含量等多个层面上,不断加强、稳步推进,实现治理重心下移和社区有效治理。

The downward shift of governance focus and effective governance of urban communities are important issues in social governance in the new era.At present,urban community governance is facing practical challenges such as lack of understanding and misunderstanding,lack of community governance planning,mismatch of sinking of high-quality governance resources,great resistance of grassroots social governance institutional barriers,insufficient construction of community governance community,etc.,which cannot effectively respond to the urgent needs of social governance innovation in the new era.To achieve a downward shift in the focus of governance and effective community governance,it should be continuously strengthened and steadily advanced at multiple levels,such as practicing the concept of collaborative consultation and cooperation,clarifying the ideas of co-construction and co-governance,scientifically formulating community governance plans,strengthening the innovation of community governance systems and mechanisms,increasing the investment of human,financial and material resources,continuously improving the efficiency of resource integration and utilization,strengthening the in-depth use of digital governance,and increasing the content of science and technology in community governance.
