Rural Governance Alienation:Representation,Mechanism and Pathway Transformation

在农村发展过程中,资源与权力的双重下沉成为乡村治理的显著特征,型塑了治理行政化的实践样态。行政控制权的层层加码对构建基层社会治理新格局提出了时代挑战,在乡村治理主体、治理方式、治理关系等多方面的张力问题中可见真相。该文认为,在多重因素的综合影响机制中,可从趋利行为、政绩驱动与权责失衡的理性逻辑,“指导者与领导者”“当家人与代理人”和自治主体的角色身份,以及政策执行、制度体系与科层关系的组织制度中予以解释,最后提出以制度建设规范权力运行、以考核创新面向治理需求、以政府角色明晰主体关系、以职能转变筑牢服务理念的优化路径。

In the process of rural development,the double subsidence of resources and power has become a remarkable feature of rural governance,shaping the practical state of governance administration.The increase of administrative control poses a contemporary challenge to build a new pattern of grass-roots social governance.The truth can be seen in the tension problems of rural governance subject,governance mode,governance relationship and other aspects.In the comprehensive influence mechanism of multiple factors,it can be explained from the rational logic of profit-seeking behavior,political performance drive and imbalance of power and responsibilities,the role identity of“mentors and leaders”,“hosts and agents”and autonomous subjects,and the organizational system of policy implementation,institutional system and discipline relationship.Thus,it is concluded that it is a feasible pathway to standardize the operation of power with system construction,face the governance needs with assessment and innovation,clarify the subject relationship with the government role,and build a solid service concept with function transformation.
