摘要
近年来,林业草原专项资金投入规模不断加大,为林草事业高质量发展提供了重要保障。解决林业草原专项资金预算绩效管理中存在的突出问题、提高林草领域资金使用效益成为新发展阶段林草部门和地方的重要任务。本文以山东省林业草原专项资金绩效管理具体实践为例,探讨绩效管理中存在的主要问题,提出了普适性绩效评价指标体系的制定原则和评价方法,并提出一些绩效管理的改进思路。
In recent years,the scale of special funds for forestry and grassland has been increasing,which has provided an important guarantee for the high-quality development of forestry and grassland.It is an important task for forestry and grassland departments and localities to solve the outstanding problems in budget performance management of special funds for forestry and grassland and improve the efficiency of fund use in forestry and grassland fields.Based on the specific practice of performance management of special funds for forestry and grassland in Shandong Province in recent years,this paper exploring the main problems existing in management and puts forward corresponding improvement measures,proposing the principles and evaluation methods for establishing a universal performance evaluation index system,and propose ideas for improving performance management.
