乡村善治的内涵解析与水平测度研究——以云南省昌宁县田园镇为例

Connotation Analysis and Level Measurement of Good Governance of Villages:A Case of Tianyuan Town in Changning County,Yunnan

乡村治理是国家治理的基石,乡村善治既是一种治理理念也是一种治理方式,是乡村治理的理想状态。本文通过梳理乡村治理的历史文脉,结合我国乡村善治的新时代要求,从不同维度解析了乡村善治的内涵,据此建立指标体系,对云南省昌宁县田园镇乡村善治水平进行测度,剖析其乡村善治水平并因地精准施策。研究表明:(1)领导组织、法制建设、村民自治、道德文化和矛盾纠纷5个维度组成了乡村善治的科学内涵;(2)田园镇总体上乡村善治水平较均衡,呈现出“北高南低、一轴两翼、三级分布”的空间格局,乡村外生秩序强势、内生秩序活力不足,表现为以外生秩序为主的优良状态;(3)基于五大维度障碍度分析将田园镇乡村善治水平划分单维度、双维度、多维度主导3种类型,据此提出差异化策略。

Rural governance is the cornerstone of national governance.Good governance of villages is not only a governance concept but also a governance mode,and it is an ideal state of rural governance.By combing the historical context of rural governance and the new era requirements of good governance of villages in China,this paper analyzed the connotation of good governance in rural from different dimensions,and established an index system to measure the level of good governance of villages in Tianyuan town of Changning county,Yunnan province,analyze its level of good governance of villages and implement accurate policies according to local conditions.Results show as follows.(1)the connotation of good governance of villages can be clearly analyzed from five dimensions of leadership team,legal construction,villager autonomy,moral culture and contradictions.And the established index system can effectively measure the level of good governance of villages.(2)In general,the level of good governance of villages in Tianyuan town is relatively balanced,showing a spatial pattern of“high in the north and low in the south,two wings on one axis and three levels”.The rural exogenous order is strong,and the vitality of the endogenous order is insufficient,showing a good state of exogenous order.(3)According to the analysis on five dimensions of obstacles,the levels of good governance of villages in Tianyuan town can be divided into three types(i.e.,single dimension,double dimension and multi dimension leading obstacle community),and the differentiation strategy is put forward.
