产业学院的管理模式由单一的学校管理到校企共管,意味着其价值目标由“单一治理”走向“双元共治”。产业学院本身是一种社会化程度很高的系统,实现了治理权利的分化与转移,地方政府、职业院校、合作企业、行业协会、学生等因子开始参与到产业学院管理中,学生可以向产业学院表达明确的诉求。迫切要求产业学院坚持双元管理理念,以“双元共治”为追求目标,构建治理主体双元、校企双方管理界限清晰的共治模式,学校层面应从宏观明确专业群与企业进行混合所有制合作,共建产业学院,推进校企协同育人,实现产业链、教育链有效衔接。学校持续的政策支持及与二级学院联动建设,能够建成“管理体制创新、治理机制先进、招生制度多元、用人制度灵活”的产业学院。

This kind of management mode of Industrial College has changed from single school management to joint management of schools and enterprises,which means that its value goal has changed from"single governance"to"dual governance".The Industrial College itself is a highly socialized system,which has achieved the differentiation and transfer of governance rights.Local governments,vocational colleges,cooperative enterprises,industry associations,students and other factors begin to participate in the management of the Industrial College,and students can express clear demands to the Industrial College.This urgently requires the School of Industry to adhere to the concept of dual management,take"dual governance"as the pursuit goal,and build a dual governance model with clear management boundaries between the main body of governance and the school and the enterprise.At the school level,the school should clearly define the professional group and the enterprise to carry out mixed ownership cooperation,jointly build the Industrial School,promote the school enterprise collaborative education,and achieve effective connection between the industrial chain and the education chain.The continuous policy support of the university and the linkage construction with the secondary college can build an industrial college with"innovative management system,advanced governance mechanism,diversified enrollment system and flexible employment system".
