党的十八大以来,我国油气体制改革工作不断推进,油气矿业权管理改革逐步深入,有效活跃了油气资源上游市场、促进油气资源增储上产。本文系统梳理了我国油气矿业权管理改革历程,以页岩气招标为突破口启动油气市场化改革,并制定出台改革方案,总结我国油气矿业权管理改革取得的成效和存在的问题,提出下一步我国油气矿业权管理改革的重点和展望,旨在努力夯实中国式现代化和高质量发展的能源安全基础。

Since the convening of the 18th National Congress of the Communist Party of China,substantial and consistent advancements have been made in the reform of China's oil and gas system.Notably,the reform pertaining to the management of oil and gas mining rights has been progressively deepened.This has effectively revitalized the upstream oil and gas market,fostering the augmentation of oil and gas reserves,as well as facilitating heightened production levels.This paper provides a comprehensive analysis of the evolution of China's reform in managing oil and gas mining rights.By employing the initiation of market-oriented reforms through the bidding process for shale gas as a pivotal juncture,the article outlines the overarching reform strategy.It thereby elucidates the accomplishments realized thus far in the domain of oil and gas mining rights management,while also delineating the extant challenges.Furthermore,the paper articulates the focal areas demanding attention and sheds light on the prospective trajectory of China's oil and gas mining rights management reform in the subsequent phase.These strategic considerations are aimed at fortifying the foundational underpinnings of energy security,a crucial component in the pursuit of socialist development with distinctive Chinese attributes and the realization of a paradigm of high-quality growth.
