北运河流域治理+市区协同新机制探讨

Preliminary study on the new mechanism of North Canal watershed governance and urban coordination

针对目前北运河流域市区共管体制和运行管理的现状,各区管理段(中心)不同程度存在人员、技术、资金逐步弱化问题,与当前水利部提出的强化流域管理的要求存在矛盾和差距。进一步构建“流域治理+市区协同”流域治理机制,对于实现北运河流域生态保护修复和强化空间管控至关重要。通过分析研究流域治理政策支撑、人员结构、资金保障及界限边界等现状,提出了建立“流域治理+市区协同”的工作机制。通过加强统一调度、统一维护标准、强化联动执法、强化市民参与等举措,切实提升了管护水平,降低了社会投诉率,为流域管理治理提供参考。

In view of the current status of the North Canal basin urban co-management system and operation management,the management section(center)of each district has the problem of gradually weakening the personnel,technology and funds,which is inconsistent with the requirements of strengthening the basin management proposed by the Ministry of Water Resources.In order to further construct the watershed governance mechanism of"watershed governance+urban cooperation",it is very important to realize the ecological protection and restoration of the North Canal basin and strengthen the spatial control.By analyzing and studying the current situation of river basin governance,such as policy support,personnel structure,funding guarantee,boundaries and boundaries,a working mechanism of"watershed governance+urban coordination"is proposed.Through strengthening unified dispatch,unified maintenance standards,strengthening joint law enforcement,strengthening citizen participation and other measures,the management and protection level has been effectively improved,and the social complaint rate has been reduced,providing references for watershed management and governance.
