基于巴斯德象限的我国基础研究分类评价 被引量:1

摘要 巴斯德象限将基础研究分为纯基础研究与应用基础研究两类,使用SBM模型、全局莫兰指数、Tobit回归模型分别测度纯基础研究和应用基础研究的投入产出效率、空间相关性和影响因素。研究表明,纯基础研究与应用基础研究的投入产出效率有显著差异;纯基础研究的空间相关性不显著,应用基础研究发展在省份间有显著空间相关性;纯基础研究受外界影响较小,应用基础研究受外界影响较显著。基于结论提出了健全基础研究评价体系和激励机制、科学合理配置基础研究资源、营造良好的基础研究环境、加强基础研究投入和人才培养等政策建议。 According to the Pasteur's quadrant,basic research is divided into pure basic research and applied basic research.The SBM model,Moran index,and Tobit regression model were used to measure the efficiency,spatial correlation,and influencing factors of pure basic research and applied basic research,respectively.The research shows that there is a significant difference in the input-output efficiency of pure basic research and applied basic research.The spatial correlation of pure basic research is not significant,while the development of applied basic research has significant spatial correlation between provinces.Pure basic research is less affected by environmental variables,while applied basic research is more significantly affected by environmental variables.Based on the conclusion,policy recommendations were proposed,including improving the evaluation system and incentive mechanism for basic research,scientifically and reasonably allocating basic research resources,creating a good basic research environment,and strengthening investment in basic research and talent cultivation.
