体育休闲产业集群是满足大众体育休闲消费需求,围绕“体育项目”拓展经营的众多产业集合而成的空间经济组织形式,提高体育休闲产业比重是经济高质量发展的表现形式和必然要求,林林总总的健身培训机构如何健康发展是亟待解决现实难点。已有研究指出体育休闲产业集群是推进三级训练网体制转型的重要路径,但需要回答的是子命题一:市场结构是如何产生的?子命题二:该如何通过公共政策来调整和直接改善不合理的体育休闲产业集群市场结构?子命题三:体育休闲产业集群这一市场结构如何?它们之间的关系是什么?企业不同的生产效率产生了市场结构;企业联合经营成立相应社会组织来制定并执行行规行约和各类标准,协调本行业企业之间的经营行为;市场绩效和市场行为(统一的行业规范)决定市场结构;基于此,文章以富阳区体育休闲产业为对象进行实证研究,结合规范分析法、实证研究法和逻辑方法,利用专家访谈和调查(采用计算机辅助电话调查(CATI)、重点调查、深度访谈、一次性调查等统计调查方法回答以上3个子命题)所获得的数据、资料进行分析,由此得出杭州市富阳区体育休闲产业实际发展情况、市场结构和现有问题,并从政策建设、机制完善、资源整合、结构优化等方面提出了产业优化发展的对策与建议。

The sports and leisure industry cluster is a spatial economic organization formed by collecting many industries around the"sports project"to meet the needs of the public's sports and leisure consumption.Increasing the proportion of the sports and leisure industry is a form of expression and an inevitable requirement for high-quality economic development.Developing fitness training institutions healthily is a practical difficulty that needs to be solved urgently.Existing studies have pointed out that the sports and leisure industry cluster is a critical path to promote the transformation of the three-level training network system,but what needs to be answered is sub-proposition①:How does the market structure come about?Sub-proposition②:How to adjust and directly improve the unreasonable market structure of sports and leisure industry clusters through public policies?Sub-proposition③:What is the market structure of the sports and leisure industry cluster?What is the relationship between them?Different production efficiencies of enterprises produce market structures;joint operations of enterprises establish corresponding social organizations to formulate and implement industry regulations and various standards to coordinate business behavior among enterprises in the industry;market performance and market behavior(unified industry norms)determine Market structure;based on this,this paper takes the sports and leisure industry in Fuyang District as the object of empirical research,combining normative analysis,empirical research and logic methods,using expert interviews and surveys(using computer-aided telephone investigation(CATI)、critical investigations、depth Interviews,one-time surveys and other statistical survey methods to answer the above three sub-propositions)to analyze the data and materials obtained,from which the actual development situation,market structure and existing problems of the sports and leisure industry in Fuyang District,Hangzhou City are obtained,and policy construction,Mechanism improvement,resource integration,structure optimization and other aspects put forward the countermeasures and suggestions for the optimal development of the industry.
