浙江省青少年近视防控体医融合治理研究

Study on Physical and Medical Integration of Prevention and Control of Adolescent Myopia in Zhejiang Province

基于浙江省青少年近视防控基本事实,梳理青少年近视防控政策,实地调研温州市和绍兴市青少年近视防控体医融合治理现状,进而提出近视防控体医融合治理的可行路径。研究认为,青少年近视防控是一项多主体协同治理的系统性工程,政府、学校、家庭、体育部门、医疗卫生部门以及个人均是治理主体。当治理主体仅限于医疗卫生部门时,近视防控力度将会大幅度削减,同时阻碍了以平等、协作为特征的主体间合作形成;缺少主体间协同时,将影响到各主体的治理效率;缺失个人近视防控意识,会导致近视防控治理结果不佳。鉴于此,以提升治理主体多元化、加强主体间协同、强化个人近视防控意识三个角度出发,提出浙江省青少年近视防控体医融合治理可行路径。

Based on the basic facts of prevention and control of myopia among adolescents in Zhejiang Province,this paper sorted out the prevention and control policies of myopia among adolescentsin Wenzhou and Shaoxing using field survey,investigated the current situation of physical and medical integration ofpolicies through expert interviews and questionnaires.The logical analysis method is used to put forward the feasible path of combining physical and medical treatment for myopia.According to the study,prevention among teenagers is a systematic project of multi-body collaborative governance,with the government,schools,families,sports departments,medical and health departments,and individuals as the governance subjects.When the subject of treatment is limited to the medical and health sector,the preventionwill be greatly reduced,and the formation of inter-subject cooperation will be hindered.The lack of inter-subject cooperation will affect the governance efficiency of each subject.Alack of personal awareness will lead to poorresults.Because of this,to enhance the diversification of the governance subjects,strengthen the coordination between the subjects,the prevention and control awareness of individual myopia,the feasible path of physical and medical integration among teenagers in Zhejiang Province was proposed.
