摘要
在党的二十大提出科技强军、兴装强军总体部署的大背景下,文章通过调研,搜集整理军工科研单位人才梯队建设有关管理实践情况,结合案例研究,重点阐述了军工科研单位人才梯队建设的背景及重要意义、现状与典型问题,对其人才梯队建设体系进行了归纳总结、管理分析和对策研究,探索了具有军工特色的人才梯队建设体系设计,提出了人才发展和队伍建设架构的基本思路和方法,从而为新时代人才观深入人心、形成文化,实现人才梯队建设的“四力”目标提供有益借鉴。
Under the background of the overall deployment of building a strong military through science and technology and building a strong military through equipment proposed by the 20th National Congress of the Communist Party of China,this paper collects and organizes the management practices related to the talent echelon construction in military scientific research institutes through survey,combines case studies,emphatically elaborate the background,significance,current situation and typical problems of talent echelon construction,conducts summarization,management analysis and countermeasure research,explores the design of the talent echelon construction system with military characteristics,and provides the basic ideas and methods for talent development and team building structure,so as to deeply ingrain the concept of talents in the new era,form a culture,and achieve the“four-force”goal of talent echelon construction.
