推动上海市乡村人才振兴的策略研究

Study on Strategy of Promoting the Revitalization of Rural Talents in Shanghai

党和国家高度重视乡村振兴,坚持人才助力乡村振兴。上海市出台了一系列举措加强农业农村人才队伍建设。但因农业产业能级仍然不高、人才服务乡村的体制机制障碍仍然存在、农业农村生活水平“硬环境”和文化观念“软环境”仍待改善等因素制约,上海市农业农村人才队伍建设仍然存在结构性矛盾突出、数量质量欠佳、人才开发机制有待创新、各类人才服务乡村机制有待优化等问题。推动上海乡村人才振兴,应以建设一支与具有世界影响力的社会主义现代化国际大都市相适应的现代农业农村人才队伍为目标,以人才资源能力建设为核心,以人才开发机制改革创新为突破,以培养乡村振兴发展急需的高素质和紧缺人才为重点,构建更加完备的、与农业农村高质量发展相适应的农业农村人才政策体系,打造更加适合涉农人才工作、成长和生活的环境基础,大力培养乡村本土人才,积极引导城市专业人才下乡,逐步培养造就一支门类齐全、数量充足、结构合理、素质优良的高水平农业农村人才队伍。

The Party and the State attach great importance to rural revitalization and insist that talents help rural revitalization.Shanghai has introduced a series of measures to strengthen the construction of an agricultural and rural talent team.However,restricted by such factors as the low level of agricultural industry,the existence of institutional and mechanism barriers for talents to serve the countryside,the“hard environment”of agricultural and rural living standards and the“soft environment”of cultural concepts,the construction of Shanghai's agricultural and rural talent team still has many problems,such as outstanding structural contradictions,poor quantity and quality,demand for innovation of talent development mechanism,and demand for optimization of various mechanisms for talents to serve the countryside.To promote the revitalization of rural talents in Shanghai,we should aim at building a modern agricultural and rural talent team that is compatible with the socialist modern international metropolis with world influence,focus on talent resource capacity building,take the reform and innovation of talent development mechanism as a breakthrough,focus on cultivating high-quality and scarce talents urgently needed for rural revitalization and development,build a more complete agricultural and rural talent policy system that is compatible with high-quality agricultural and rural development,create an environmental foundation more suitable for the work,growth and life of agricultural talents,vigorously cultivate rural local talents,actively guide urban professionals to go to the countryside,and gradually cultivate a high-level agricultural and rural talent team with complete categories,sufficient quantity,reasonable structure and excellent quality.
