事业单位改制资产管理处置问题研究

事业单位改制是国家在新的经济形势和政府职能转变大趋势下,作出的一项重要改革措施。改制单位内国有资产的管理和处置是否得当,是关乎改制成功与否的重要环节,不仅关系着国家集体利益,也与改制单位职工利益密切相关。现阶段我国事业单位改制中对资产管理不到位,处置过程不规范等问题普遍存在。文章以事业单位改制中资产管理处置出现的问题为研究对象,探讨相关改进措施,提出了从制度政策建设、完善评估体系、防止资产流失等方面的改进措施,为事业单位改制提供参考。

The restructuring of public institutions is an important reform measure made by the state under the new economic situation and the general transformation trend of government functions.The proper management and disposal of stateowned assets in the restructuring unit is an important link to the success of the restructuring.It is not only related to the national collective interests,but also closely related to the interests of the staff of the restructuring unit.At present,problems,such as inadequate asset management and non-standard disposal process,are common in the restructuring of China's public institutions.The paper takes the problems of asset management and disposal in the restructuring of public institutions as the research object,discusses relevant improvement measures,and puts forward improvement measures from the aspects of system and policy construction,improvement of the evaluation system,and prevention of asset loss,providing reference for the restructuring of public institutions.
